Stellaris Update 3.99.4 Phoenix Open Beta Patch Notes
Stellaris version 3.99.4 Phoenix Open Beta fixes job allocation issues, rebalances medical buildings, and addresses AI behavior regarding Zones. The update also tweaks habitat costs, subject integration, and ringworld functionality.
Paradox has released the Stellaris 3.99.4 Phoenix Open Beta. This build focuses on correcting breadthwise job assignments, updating planet automation controls, and rebalancing medical workers and associated buildings.
AI and Job Allocation Fixes
The update brings significant improvements to breadthwise job assignment distributions and teaches the AI how to use Zones. Scripting weights remain unbalanced in this early build. Fixes also address broken demotions, unforming factions, and incorrect subject integration costs.
Colonies and Habitats
Habitat district costs and upkeep are decreased. Void Dweller prescripted systems now feature larger deposits, and habitat districts match the base job count of regular districts. Demense Zones gain increased squire jobs via the Voidborne ascension perk. Shattered Rings, Ringworlds, and Arcologies are now semi-functional, though rural Ringworld segments lack agricultural or generator zones to choose from.
Building and Economy Rebalances
A new Medical Center building provides access to Medical Workers prior to researching Gene Clinics, and both Medical Workers and Mutagenic Spas receive rebalances. Entertainers and Traders no longer benefit from Gene Clinics, Augmentation Centers, or Ranger Lodges. The Revolutionary Medi-Gel now grants a 25 percent job efficiency boost to Medical Workers. Commercial Zone tooltips no longer mention clerks and soldiers, and cloaking detection tooltips now show correct value breakdowns.
UI and Quality of Life
A toggle switch on the automation side panel header enables or disables planet automation. Decisions move to the management tab, while resettlement moves to the economy tab. The surface tab gains a toggle icon and tooltips, and several tutorial entries are revamped. Tier 1 Development focus tasks now properly award progress.
Why this patch matters
Version 3.99.4 continues to refine the upcoming economic and structural systems in the Phoenix open beta, though players should expect some rough edges and unpolished scripting weights.
