Paradox has launched the Stellaris 3.99.0 Phoenix Open Beta, giving players a first hands-on look at the structural changes heading to version 4.0. Because the update overhauls fundamental gameplay loops, developers are releasing this early work-in-progress build to stress-test the new population and economic systems under live conditions. Certain features, including the Ship Designer and unusual playstyles, are disabled for this testing phase.

Population and Economic Overhaul

Pops are now grouped by species, strata, ethics, and faction rather than calculated individually, with total numbers scaled up by a factor of 100 to increase granularity. All pop groups on a planet grow simultaneously every month using existing logistic growth formulas, and minimum growth rules for small colonies are gone. A new Civilian stratum represents non-military populations, taking over from roles previously filled by Clerks. Planets now generate and consume resources directly through Jobs tied to district development, while Zones alter those job outputs.

Empire Timeline and Tech Focuses

The Situation Log now features an Empire Timeline tracking critical playthrough milestones. Alongside this timeline are Empire Focus Tasks tailored toward conquest, exploration, or development. Completing these tasks aligns your playthrough with your chosen style and grants progress toward guaranteed critical technology unlocks. Tasks are retroactive, and players can spend Unity to discard uncompletable objectives.

Trade, Logistics, and Interface Adjustments

Trade routes are removed in favor of standard trade resources acting as market currency. Ships and planets now incur logistical upkeep paid in trade based on location and local resource deficits. The main help button now opens a Databank window containing brief articles on in-game concepts. Additionally, leader traits now update on even levels rather than every level, and message settings have been updated to support more toast notifications.

Achievements and Known Beta Limitations

Ironman mode is no longer required to earn most Stellaris achievements, provided your game checksum remains unmodified and no debug commands are used. The current open beta build does not support gestalts, habitats, ringworlds, unusual civics, or specific origins like Clone Army. Players should expect placeholder UI elements, an initial amenities shortage, and missing ship designer features while these systems remain in separate development branches.
